Google Ads for Small Budgets in India: Search, Performance Max or Demand Gen?

Most small businesses open Google Ads, see six campaign types, pick the one with the friendliest name and spend a month’s budget learning that it was the wrong choice. This guide helps you choose before you spend.
The three types you will actually consider
Search campaigns show text ads when someone types a query. The customer is already looking for what you sell.
Performance Max uses Google’s automation to show ads across Search, YouTube, Display, Maps and Gmail. You provide assets and goals, and Google decides where to show them.
Demand Gen shows visual ads on YouTube, Discover and Gmail to people who might be interested, even if they are not searching yet.
Start with Search if your customers already search for you
A person typing “AC repair near me,” “gold loan in Kallakurichi” or “CA for GST filing” has a need today. Search ads reach that person at the right moment.
Search works best when:
- Your service has a clear name people search for.
- You serve a defined area.
- You can answer calls and WhatsApp messages quickly.
For most small local businesses in India, Search is the right first campaign. It is predictable, and you can see exactly which queries bring clicks.
When Performance Max makes sense
Performance Max works best when you already have:
- Conversion tracking that works (calls, form submissions or purchases).
- Enough conversions for Google to learn from, usually dozens a month.
- Good photos, videos and headlines to supply.
Without conversion data, automation has little to learn from, and a small budget can disappear into low-quality placements. If you run an online store with a product feed, it can be strong. If you take enquiries by WhatsApp, track those first.
When Demand Gen makes sense
Use it when you want to create interest rather than capture it: a new brand, a new product or a visual product like jewellery or furniture. It is usually not the first campaign for a business with a small budget, because results take longer to judge.
A sensible plan for a small budget
- Start with one Search campaign, one service, one area.
- Use exact and phrase match keywords for the first weeks, so you control which queries you pay for.
- Add negative keywords daily at the start, such as “free,” “jobs,” “course” and “salary,” if they do not fit your business.
- Send traffic to a page built for that service, with a phone number and WhatsApp button visible without scrolling.
- Track calls and form fills as conversions.
- After you have real conversions, test Performance Max or Demand Gen with a small share of the budget.
How much to spend
There is no universal number, because cost per click varies by trade and town. A better rule: set a daily budget you can maintain for at least 30 days, because most accounts need several weeks to stabilise. Stopping and starting resets the learning.
Work backwards instead: if one new customer is worth ₹X to you and about one in ten enquiries closes, you can afford to pay up to ₹X ÷ 10 per enquiry. That figure, not the budget, tells you whether the ads can work.
Common mistakes
- Sending traffic to the homepage instead of a service page.
- No call or WhatsApp tracking, so you cannot tell what worked.
- Leaving broad match on with no negative keywords.
- Judging results after three days.
